How to Cut Your DEWA Bill in Dubai What Your AC Really Costs to Run, and the Six Faults That Quietly Inflate It.
Between May and September a Dubai household can watch its DEWA bill double or triple while nothing in the home has changed. The air conditioner is not broken. It is doing far more work than it needs to, and it is doing that work at the most expensive rate on the tariff. We have put clamp meters on enough systems in this city to know where that money goes. If you want to reduce your DEWA bill without turning your home into a sauna, this is where to start. It gives you the real figures: what DEWA charges, what each kind of home draws, the faults that add the most, and what is worth fixing first.

The Load
Where the money on your DEWA bill actually goes
Air conditioning is not one load on your DEWA bill. It is four, they fail independently, and only one of them is the part everybody talks about. Knowing which is which tells you whether your bill problem is a habit, a fault, or the building itself.
The compressor
This is the bill. On a 1.5 ton split it draws roughly 1.6 to 2 kW while it runs, which is eight to ten times what the fans use. Everything else on this page matters only because it changes how hard, or how long, the compressor has to work.
The indoor blower
Two hundred to four hundred watts, running whenever the system is on. Small on its own, but when the blower wheel is caked the airflow drops, the room takes longer to reach setpoint, and the compressor stays on. The fan is cheap. The runtime it causes is not.
The condenser fan
Another two to three hundred watts outside, whose only job is to carry heat away from the coil. If it is weak, or the coil is blocked, that heat stays in the refrigerant and the compressor pays for it in pressure and current.
Runtime, not wattage
A healthy unit and a struggling one draw surprisingly similar power in any given second. The difference is that the struggling one never switches off. Almost every saving in this guide works by cutting minutes of runtime, not by making the machine draw less.
The building around it
West facing glass, an uninsulated ceiling void, a front door that stays open, a kitchen extractor pulling cooled air straight outside. None of this is an AC fault, and all of it lands on the same meter.
Everything that is not cooling
Water heaters, pool pumps, a second fridge in the laundry. Worth naming because people blame the AC for the whole bill, then service a healthy system and wonder why nothing changed. The split below shows you how to tell them apart.
The Tariff
What DEWA charges, slab by slab
DEWA publishes its slab tariff openly, and it bills residential electricity on a rising block. The first units are cheap, the last ones are not, and the slab resets every month. This is the single most misunderstood thing about a DEWA bill, because it means your extra consumption is never charged at the average rate you think you are paying.

Read the two tables together and the point becomes obvious. A villa already sitting in the top block pays 38 fils for every unit a dirty coil adds, not 23. The same fault costs that household almost twice what it costs the apartment downstairs. Chiller Buildings
If you are on district cooling, none of this is on your DEWA bill
Large parts of Downtown, Business Bay, the Marina, Jumeirah Lake Towers and Palm Jumeirah are cooled from a central plant rather than by a condenser on your balcony. Your cooling then arrives on a separate bill from a provider such as Empower or Tabreed, measured in refrigeration ton hours instead of kWh. People in these towers often hunt for a DEWA bill problem that was never on that meter in the first place.
Two charges, not one
A district cooling bill has a consumption charge, currently around AED 0.568 per refrigeration ton hour, and a separate capacity charge of roughly AED 750 per refrigeration ton per year billed monthly in advance. The second one is fixed. It arrives whether you are home or in Europe for August.
Why an empty apartment still costs money
Tenants who travel for the summer are regularly surprised by a bill on a locked flat. That is the capacity charge plus meter maintenance doing exactly what the contract says. Only the consumption half responds to how you use the system.
What you still control
The fan coil unit inside your apartment is yours. A clogged filter, a blocked return, a seized actuator on the chilled water valve or a drain pan full of sludge all make that unit draw more ton hours for the same comfort. The Six Culprits
Six faults that quietly inflate your DEWA bill
These are the six we find most often, ranked by what they add to a DEWA bill, and by what the clamp meter says before and after. None of them stop the AC working, which is why they run for years unnoticed. Each one buys itself back in a single summer on a villa.
A dirty condenser coil
The biggest single offender in this city, because our dust is relentless and the coil sits outside in it. A blanketed coil cannot reject heat, head pressure climbs, and compressor current goes up 10 to 25 percent for the same cooling. It is also the cheapest to fix. A refrigerant charge that has drifted low
Systems lose gas slowly through flare joints and schrader cores. A 1.5 ton split that is 300 grams short still blows cold air, so nobody suspects it, but capacity is down and the unit runs much longer to reach setpoint. Expect 10 to 20 percent. Fixing the leak matters more than the top up, which is why AC gas refilling in Dubai should always include a leak test.
A blocked filter or a caked evaporator
Filters are the one thing a household can do itself, and the one thing most often left for a year. Behind them the evaporator fins pack with dust and grease that a filter never catches. Airflow falls, the coil runs colder than it should, and runtime stretches. Budget 5 to 15 percent, more if the coil has frosted. This is the core of routine AC maintenance in Dubai.
Duct runs leaking into the ceiling void
The villa problem. Flexible duct pulls apart at the collar, insulation sags, and you end up paying to cool a sealed roof space at 50 degrees. We have measured villas losing a quarter of their cooled air before it reaches a room. A tired capacitor or a worn compressor
A weak run capacitor makes the motor draw more current for less work, and it is a twenty minute part. A thermostat reading the wrong air
Put a wall stat above a lamp, beside a kitchen door or in the draught of a return grille and it will chase a temperature the rest of the room never has. The living room sits at 20 degrees while the stat insists on 24. We move more thermostats than people expect, and it costs almost nothing.
How to tell a fault from a habit in one month
Take a meter photo on the first of the month and again on the last, two months running, and note roughly how many hours the AC ran. If the DEWA bill climbed while your routine did not, it is a fault, not behaviour, and no amount of thermostat discipline will fix it. Settings and habits that pay for themselves
Nothing here costs money. Taken together they reduce a DEWA bill more than most people expect, and on a two bedroom apartment they are worth more than any single repair on the list above.
Set 24 and leave it alone
Every degree lower costs roughly 5 to 8 percent more energy, because the compressor runs longer and works against a bigger temperature difference. Setting 18 does not cool the room faster, it only makes the system overshoot and keep going. Pick the highest number you are genuinely comfortable at and stop adjusting it.
Do not switch it off for short absences
Pulling a 32 degree apartment back down to 24 costs more than holding it near setpoint for a few hours. For a working day out, raise it to 27 or 28 rather than switching off. For a week away, switch it off properly. The crossover is roughly half a day.
Use the fan before you drop the setpoint
Moving air makes a room feel two to three degrees cooler at no compressor cost. A ceiling fan running alongside the AC at 25 often beats the AC alone at 22, for a fraction of the energy.
Deal with the glass, not just the curtains
West and south facing windows deliver most of the afternoon load. Reflective film or proper blackout linings on those rooms alone will cut runtime more than treating the whole flat evenly. Shut the doors of rooms nobody uses, and shut the kitchen door while you cook.
Give the outdoor unit room to breathe
We find condensers boxed into storage balconies, buried behind suitcases, or sitting in full afternoon sun against a hot wall. Half a metre of clear air on the intake side and shade over the top are free, and they lower head pressure for the life of the machine.
Clean or change the filters monthly in summer
Five minutes, no tools, and the one maintenance job that genuinely does not need a technician. If the filter looks grey when you hold it to the light, it was costing you money. Everything behind the filter is ours.
Spend And Do Not Spend
What is worth paying for to cut a DEWA bill
We sell air conditioning servicing, so treat this section with appropriate suspicion and check it against the numbers above. We have tried to be honest about the things that do not pay back.
Worth it: a pre summer service
One visit in March or April, before the load arrives, covering coil cleaning, a pressure and superheat check, electrical readings and drain clearing. On a villa this routinely pays for itself inside two billing cycles. Our call out is AED 150 to 300 depending on area and system, and repairs carry a 90 day workmanship warranty.
Worth it: a contract if you have more than two units
Once a property has three or four systems, paying per visit stops making sense and things start getting skipped. An annual AC maintenance contract in Dubai starts at AED 500 per unit per year and puts the visits in the calendar rather than in your memory.
Worth it: sealing ducts before replacing anything
On ducted villas, sealing and balancing is almost always cheaper than any equipment change and almost always saves more. Do it before anyone quotes you for a new system.
Not worth it: plug in energy saver boxes
The devices sold online that promise to cut your bill by 30 percent when plugged into a socket do nothing measurable on a domestic single phase supply. We have metered them. Keep the money.
Not worth it: replacing a healthy five year old unit
A modern inverter air conditioning unit is genuinely more efficient than an old fixed speed one, but the gap is nothing like the payback a salesman will quote once you account for the install. Not worth it: oversizing to cool faster
A unit too large for the room reaches setpoint, shuts off, and never runs long enough to pull humidity out. You get a cold clammy room, more start stop current, and a shorter compressor life. Correct sizing is the cheapest efficiency decision anyone ever makes.
If you do only three things to reduce your DEWA bill this summer, make them these: raise the setpoint to 24, clean or replace the filters every month, and have the condenser coils washed before the load arrives. The same eight, in roughly this order, every year.
Is 24 degrees really the best AC setting in Dubai?
It is the best starting point. Each degree below it adds roughly 5 to 8 percent to the energy that system uses, and the comfort gain below 24 is small once air is moving. Try 25 with a ceiling fan before you try 22 without one.
Does switching the AC off while I am at work save money?
For a normal working day, no. Pulling a flat back down from 32 degrees costs more than holding it near setpoint. Raise the setpoint to 27 or 28 instead. For absences longer than about half a day, switching off does win.
How much does a dirty condenser coil actually add?
On the systems we meter, compressor current rises 10 to 25 percent once the coil is blanketed with dust. On a villa already in the top DEWA slab that is a meaningful sum every month, and a coil clean is one of the cheapest visits we do.
My bill went up but nothing changed at home. Why?
That pattern usually means a fault rather than a habit. The common causes are a coil that has silted up, a refrigerant charge that has drifted low, or duct work that has come apart in the ceiling void. All three let the system keep working while running far longer than it should.
Does an inverter AC really use less electricity?
Yes, genuinely, because it modulates instead of switching on and off at full power. The saving is real but it is not the 60 percent sometimes advertised, and it will never outrun a dirty coil or a leaking duct. Fix the faults first, then judge the machine.
Should I service before summer or during it?
Before. A visit in March or April costs the same as one in July but protects the whole season, and spring slots are easier to book. Servicing in August still helps, it just means you have already paid two months of inflated bills.
Will topping up the gas lower my bill?
Only if the system was actually low, and only if the leak is found. A top up on a system that was never undercharged changes nothing, and a top up without a leak test simply buys you the same problem again next year. We test before we charge.
I live in a chiller building. Can I do anything at all?
You can change the consumption half of the bill, not the capacity charge. Keep the fan coil filters clean, keep return grilles clear, and have the unit and its chilled water valve checked if a room never reaches setpoint. The fixed capacity charge is set by your contract.
